Development Authority of Elbert County, Elberton, and Bowman
Caitlin Dye is an experienced economic development professional with a strong background in community revitalization, industrial recruitment, and public service. As the Executive Director of the Development Authority of Elbert County, City of Elberton, and Bowman, she leads efforts to attract investment, foster economic growth, and implement policies that support workforce housing and industrial development.
Previously, Caitlin served as the Business Development and Incentives Coordinator for Athens-Clarke County, where she managed six Tax Allocation Districts (TADs) to drive redevelopment and private investment. She worked closely with developers and local officials to structure financing strategies, leading to transformative projects like the Georgia Square Mall Revitalization.
With expertise in incentives, redevelopment, and stakeholder engagement, Caitlin has a proven track record of directing investment into communities. She holds a Master of Public Administration (MPA) from Georgia College and State University and a Bachelor of Science in Agriculture (BSA) from the University of Georgia, along with specialized training in real estate development and economic growth strategies.
